I'm always surprised when I read these kind of negative reviews where it's clear that this simply wasn't the book you were expecting. I think Moore has been talking about this book in interviews for quite some time, and if you were disappointed it shouldn't be because of not meeting expectations. The Black Dossier was primarily a formalist exercise, not a narrative, and in that sense I think Moore and O'Neill largely suceeded. Most of the more obscure references found in this volume were introduced to League readers before (including the Burning World) in the back pages of the second League volume--and it was from those very back pages that The Black Dossier was born, as Moore has explained in countless interviews.
