    Whereas the syndicate can alert their papers to the situation, it’s up to the subscribing papers to pull the strip. This would come at the very latest when the section, features or comics editor (as appropriate) reviews the page before it goes to press.

    …which many papers declined to do. Including the Chicago Tribune. Which is published in the very same building as TMS.

    Ergo, the Trib doesn’t read its comics before okaying them for print.
