Stepping aside to the field of literary SF:

If the entire story is 20,000 words explaining the scientific principles behind the Transnistrian Infundibulator, the magazine was edited by Hugo Gernsback.

If the entire story is a detailed extrapolation of how the existence of the Transnistrian Infundibulator affects society, it was published in Johm W Campbell, jr’s Astounding.

If the entire story is a detailed examination of how the Transnistrian Infundibulator, and an explanation of how it applies pisonics and/or the Dean Device to its function, it was published by JWC, jr in ANALOG.

If the existence of the Transnistrian Infundibulator is merely used as an excuse to spin a broadly satirical story extrapolating current trends in society, it’s from Galazy under H.L.Gold
