Like you, Robert, I can remember (oh how I wish I could forget) this the first Saturday morning it came on. I was instantly turned off by the production. But to give the show a chance, I tried watching it a couple of more times….

Boy, was I ever wrong. I kept hoping my brothers (two older and two younger) would get sick of this and change the channel. I would have suffered through a sports program only to miss this.

I gather, from the entry at TVTropes, that the reason the sheriff doesn’t seem to be able to solve any of these “mysteries” in the new show is because the townsfolk don’t really *want* them solved. The town is supposed to have set itself up as a tourist mecca based on all the weird crap that goes down there. The kids are actually working unknowingly on ruining everyone’s livelihood.

I grew up with Scooby Doo, and while I don’t love every iteration (13 Ghosts of Scooby Doo and A Pup Named Scooby Doo are just…wrong), I enjoy nearly any version that has all the original gang with the original set up (sans Scrappy). It’s like reading an Archie comic, it’s warm and cozy.
That said, Velma’s a bit more…abrasive in this version (my wife, on watching this version, commented “Why’d they go and make Velma such a bitch?”) Fred’s become much sillier, practically an idiot savant trap maker, and that’s a bit jarring too.
As Jonathan (the other one) said above, it’s been pretty clear throughout that the grown ups of Crystal Cove are hiding something. As to why the Adults seem stupid, I liken that to why Batman never showed up on the CN’s Teen Titans cartoon; if he did, Robin would go from being the leader to being a kid. If the adults are competant, the kids don’t need to be heroes.
