Considering the fact that his vision was pretty much failing him by this time, I doubt Joe Shuster drew this. Maybe he art-directed it or laid it out. I suspect this is an early April Fool's Day gag.

The story about Shuster's blindness was, to be polite, overstated. So was the story about him panhandling in front of DC's offices. Not that he wasn't treated like shit by National Periodical Publications; these stories tend to take on a life of their own. Much of the exaggeration came from Al Capp, of all people.

After seeing this book's proofs, I'm quite certain that Shuster was strongly involved. He might have had an assistant, although my friend art expert George Hagenauer notes the pay for such drawings was so low, that's very doubtful.
