Was this part of a larger article or was it a free-standing story? I've written some April Fool's stories for some small dailies and weeklies, but I've never been able to embed an item in another story...

According to the article (there's a link to it at the end of the story here), this was a prank by one of the locals. The person introduced himself as Wyndham-Price at the April 1 City Council meeting, started talking about emergency preparedness, and then dropped the zombie bomb. I'm surprised they even included it in the newspaper's report, but I'm glad they did.
